This working paper explores how local actors can pilot small-scale innovations and showcase them until their approaches are replicated and local practices become widespread. Development decision-makers increasingly recognize community-based adaptation (CBA) as a viable way to build communities’ resilience to climate change, particularly those most vulnerable to its impacts. CBA puts them in the driving seat when it comes to designing and delivering adaptation options. The working paper identifies several key elements that are common to successful cases of scaling out.
